So first of all, let's see what 7th house represents - 

7th house is house of market place, other people (masses), business partnerships, agreements, marriage, spouse, marital happiness etc.

Now, what does it mean to have 7th house lord sitting in 7th house? 

It means the planet which rules/controls/owns the 7th house of your horoscope is sitting in the 7th house of horoscope itself.
